What this guidance is, and what it is not

01What this site is for

This site describes the training Safe Road Group provides and sets out, in general terms, what the rules governing driver licensing and the carriage of dangerous goods require. It is written to help a driver, a transporter or a depot officer understand what is expected of them.

It is general guidance. It is not legal advice, it is not medical advice, and it is not a substitute for training, for the instructions your own employer gives you, or for the text of the rule itself.

02Safety material in the knowledge base

The answers on fire safety, first aid and spill response describe accepted general practice. They are written to be useful to somebody who has already been trained, and to give everybody else a sense of what training covers.

Reading them does not make you trained. Fire fighting, first aid and chemical emergency response are practical skills: they are learned with an instructor, on equipment, and they are assessed. Act within the training you actually hold.

In an emergency, call for help first. 112 reaches every emergency service in India; 108 is the ambulance in most States; 101 is the fire service. Then follow the TREM card for the substance being carried and the instructions of the emergency services when they arrive.

03Legal references

Where an answer or a page states a legal requirement, it names the rule it comes from — most often the Central Motor Vehicles Rules, 1989, and the Motor Vehicles Act, 1988 as amended in 2019.

We cite the document and the rule number rather than linking to a particular page of the Gazette, because government portals move those pages and a rule number does not. The authoritative text is the one published by the Government of India at indiacode.nic.in and in the Gazette; where this site and the Gazette differ, the Gazette governs.

Penalties are those prescribed in the Act. States notify their own compounding amounts, so the sum actually collected in your State may be different.

04Accident figures

Road accident figures on this site are from the Ministry of Road Transport and Highways, Road Accidents in India 2024, published at morth.nic.in. The estimate of the economic cost of road crashes is the World Bank's.

These pages were reviewed in September 2026. Where the Ministry publishes a later edition, the figures here will be behind it until we update them.

05Certification, licences and endorsements

We conduct training and issue the certificate for it. We do not issue driving licences or endorsements — those are issued by the licensing authority, which acts on our certificate but decides for itself.

Form 5B issued by an accredited centre exempts the holder from the driving test prescribed under the proviso to Rule 15(2). It is not itself a driving licence.

Nothing on this site should be read as a promise that a particular licence, endorsement or renewal will be granted.

06Courses, dates and fees

Course durations and syllabus content follow what the rules prescribe. Batch dates, fees and availability change, and the notices that run across the top of the site are current at the time of writing rather than a standing offer.

Anything quoted to you directly — by WhatsApp, on the phone or in writing — governs over what is written here.

07Links to other sites

Where this site names a source it names the document and the rule or clause, not a page on somebody else's server — government portals reorganise, and a rule number does not. Where we do link out, to indiacode.nic.in, morth.nic.in or sarathi.parivahan.gov.in among others, we do not control those sites and are not responsible for their content or availability.

08Trademarks and third-party marks

Safe Road Group, the Safe Road Group device mark and the names of our centres are ours. Everything else — the trademarks, logos and brand names of the oil marketing companies, transporters and other organisations shown or named on this site — is the property of its respective owner.

Those marks appear here for one purpose only: to identify, truthfully, organisations whose drivers we have trained or at whose depots we have conducted training. Nothing on this site should be read as an endorsement, sponsorship, approval, affiliation or partnership by any of them, nor as any association with Safe Road Group beyond that training work.

If you own a mark shown here and would rather it were not, write to info@saferoadgroup.org and we will take it down. We will not ask you why.
